Romero-Laurel, Jacqueline J.

Jacqueline Therese J. Romero-Laurel, a partner, is affiliated with the General Corporate department and Hong Kong office. Her practice focuses on corporate law, taxation, and real estate.

 

Jackie regularly advises Philippine and foreign clients in various industries on legal and tax implications of commercial transactions, contracts, joint ventures, shareholders’ agreements, management and technical consultancy agreements, and compliance and regulatory issues.

 

Jackie is experienced in tax and estate matters, compliance with regulations of taxing authorities, and handling of tax assessments. Ronald D. Policarpio is a partner who is working with the Banking & Finance department. His practice focuses on banking and finance, corporate law, and securities.

 

Ronald renders advice on legal and regulatory matters to foreign and local clients engaged in all aspects of commercial activities, such as banking, finance, insurance, securities, investments, real estate, utilities, manufacturing, pre-need, healthcare, and business process outsourcing. He has also taken the lead in numerous special projects in different industries.

 

Ronald represents clients in transactions and matters before the Bangko Sentral ng Pilipinas, Securities and Exchange Commission, Insurance Commission, Bureau of Internal Revenue, Department of Finance, Philippine Economic Zone Authority, Board of Investments, Department of Environment and Natural Resources, and other government instrumentalities, including local government units and self-regulatory organizations. His work covers giving transactional advice, negotiating, and preparing documents.

 

Ronald, prior to joining the firm, was a Regional Distributor Executive in Unilever Philippines. He has also served as a member of the Editorial Board of the Philippine Law Journal in 2002 and his co-authored legal paper was published in 2003.

Pascua, Leo Delano C.

Leo Delano C. Pascua is a partner who is working with the Labor & Immigration, and Litigation & Arbitration departments. His practice primarily focuses on labor and litigation.

 

Leo handles negotiations for collective bargaining agreements and early resolution of strikes and lock-outs, as well as mediation and conciliation proceedings, wrongful dismissal cases, manpower reduction programs, and organizational restructuring. He looks into the labor aspect of joint ventures, corporate acquisitions, mergers, and consolidations, focusing on management rights and prerogatives vis-à-vis employee tenurial rights and benefits.

 

Leo appears in criminal and civil cases, representing clients in conflict resolutions either through judicial or quasi-judicial processes or settlements. He also handles appellate work before the National Labor Relations Commission, Court of Appeals, and Supreme Court. He was involved in cases with novel issues that have been decided by the Supreme Court.

 

Leo received his bachelor’s degree in Political Science from the University of the Philippines in 1978. Peterson U. Poon is a senior associate whose practice focuses on banking and finance, litigation and arbitration, and general corporate law.

 

Peter has advised clients on a wide range of issues including corporate reorganization, debt and equity financing, doing business in the Philippines, data privacy, and compliance with anti-money laundering laws. He represents clients, both domestic and foreign, from the banking, insurance, gaming, and real estate industries, among others. Pacheco, Peter L.

Peter L. Pacheco, a partner, is a member of the Project Development & Finance and Intellectual Property departments. His practice focuses on project development and finance, and intellectual property.

 

Peter handles a broad range of energy and infrastructure projects, including oil, gas, pipelines, power generation, and mineral exploration and production. He has extensive experience in mergers and acquisitions, loan transactions, and credit finance.

 

Peter has been a member of Romulo’s Intellectual Property Department since 1998. He handles patent and trademark matters before the Intellectual Property Office. He speaks Mandarin.

 

Peter received his bachelor’s degree in Accountancy from the University of Notre Dame in 1990 and his juris doctor degree from the Ateneo de Manila University in 1996. He was admitted to the Philippine bar in 1997 where he placed 2nd. He joined the firm in 1997.

Ozaeta, Herminio S., Jr.

Herminio S. Ozaeta Jr. (Senior Partner), is a member of the Executive Board and head of Romulo’s Technology, Media & Telecommunications practice.

 

Mio specializes in providing business-focused, strategic, and creative legal advice related to commercializing and deploying innovative technologies and business models in the Philippine market. His team has extensive experience in navigating clients through regulatory, licensing, and other legal challenges inherent to pioneering companies and industry leaders seeking to do business in an emerging market. They are adept at providing practical legal solutions to address the client’s business requirements while fully complying with existing regulatory constraints.

 

Mio and his team regularly work and liaise with industry regulators, which allow them to anticipate and advise clients on the latest market developments, regulatory changes, legislative actions, and commercial and technical issues. His current and former clients include software companies; online retailers; gaming and digital media companies; broadcasters; wireless satellite and cable operators; network, mobile, and integrated operators; and publishers and advertisers.

 

Prior to founding the Technology, Media & Telecommunications practice, Mio was a member of the Securities team where he advised clients on various corporate transactions, including reorganization and restructuring, mergers and acquisitions, issuances of all types of securities, and the formation of joint ventures.

 

Mio is an adjunct professor at the Ateneo de Manila School of Law where he lectures on International Securities law, Public Offerings, and Stock Exchange listings. He was formerly a foreign associate at Shearman & Sterling (New York), advising clients on a broad range of cross-border transactions including mergers and acquisitions, debt and equity offerings, and corporate restructurings.

Louie T. Ogsimer (Senior Partner), is a member of the Executive Board and the head of the Litigation, Arbitration, and Dispute Resolution Department of the Firm.

 

Louie has handled ad hoc arbitrations under the UNCITRAL Arbitration Rules, and institutional arbitrations administered by the International Chamber of Commerce (ICC), Hong Kong International Arbitration Centre (HKIAC), Singapore International Arbitration Centre (SIAC), Australian Centre for International Commercial Arbitration (ACICA), International Centre for Settlement of Investment Disputes (ICSID), Permanent Court of Arbitration (PCA), Philippine Dispute Resolution Centre Inc. (PDRCI), and the Construction Industry Arbitration Commission of the Philippines (CIAC), among others

 

Louie’s litigation experience includes appearing and orally arguing before the Philippine Supreme Court, Court of Appeals, Court of Tax Appeals, Constitutional Commissions, Sandiganbayan, and trial courts all over the Philippines. He has also appeared before various quasi-judicial agencies under the Executive Department and in inquiries in aid of legislation before the Philippine Congress. He has handled high-impact cases before the Supreme Court in the areas of alternative dispute resolution, constitutional law, commercial disputes, government regulation, securities trading, and environmental law.

 

He is a passionate advocate of alternative dispute resolution and has settled more than eighty percent of his cases to the satisfaction of the firm’s clients. The arbitration and litigation cases he has won or settled in favor of the firm’s clients cut across various matters like banking, construction, concession and distribution agreements, energy and power, estate settlement, project finance, government regulation, public and private infrastructure, insolvency and rehabilitation, insurance, joint ventures, mergers & acquisitions, mining, oil and gas, public utilities, real property, securities trading, shareholders’ agreements, telecommunications, and white-collar crimes.

 

Louie was a member of the National Competitiveness Council Working Group on the Judicial System under the Office of the President, which formulated policies and proposals to improve the Philippine judicial system. He has been consistently cited by various local and international publications for his arbitration and litigation practice. He is a Council Member of the HKIAC, was a court member of the ICC Court of Arbitration, and a member of the SIAC Panel of Arbitrators. Jom deals with various aspects of litigation, alternative dispute resolution, and commercial projects. He likewise appears before administrative and quasi-judicial bodies such as the Securities and Exchange Commission, Food and Drugs Administration, and National Labor Relations Commission.

Mendoza, Enriquito J.

Enriquito J. Mendoza (Senior Partner), is a member of the Executive Board who chairs the Labor & Immigration department and is affiliated with the Litigation & Arbitration department. His practice focuses on labor, litigation, and corporate law.

 

Quito leads the Labor department in assisting employer-clients in collective bargaining negotiations and disputes before labor agencies and courts of law. He gives comprehensive advice on workers and employer rights, including the ramifications to such rights as a result of mergers, consolidations, acquisitions, and other modes of corporate restructuring. His advice covers the effects on security of tenure and possible claims over statutory and contractual benefits resulting from such restructuring.

 

Quito counsels clients in strike situations on the best ways of resolving labor disputes by way of practical solutions as well as through conciliation, mediation, arbitration, and other extrajudicial processes encouraged by the Labor Code. He also handles labor litigation before the Court of Appeals and Supreme Court.

 

Quito, with his 40 years of labor law experience, has consistently been cited as a Band 1 labor and employment counsel by reputable law reviews, most recently by the 2013 edition of Chambers and Partners.
