The Energy and Infrastructure Department of the Firm is a
pioneer in providing all legal services necessary for the
establishment, rehabilitation, operation and maintenance of
power generation projects, whether fueled by traditional sources,
such as coal or diesel, or renewable energy sources, such
as geothermal and natural gas.
Aside from power generation projects, the Department has branched
out to energy-related facilities, i.e., oil refineries, pipelines,
and oil and gas exploration, and to infrastructure project,
i.e., the construction, operation and maintenance of industrial
estates, freeport zones, highways, railways, airports and
telecommunication facilities, manufacturing plants, i.e.,
naphta cracker and petrochemicals, mining exploration and
development, and cement manufacturing, among others. It has
also been involved in the privatization of Government infrastructure
projects such as airports, economic/industrial zones and waterworks
facilities.
The Department has handled projects for both local and foreign
clients and continues to act as counsel for major companies
in the energy, oil, mining and infrastructure fields. The
Department has been engaged not only as project counsel but
has also acted as counsel to the equity investors, turnkey
contractors, or project lenders, including multilateral lending
and export credit agencies. On other occasions, the Department
has acted as consultant to the National Government in major
projects, such as the commercialization of the Subic Bay Freeport
Zone.
Aside from its role as legal advisor, the Department has been
active in the furtherance of legislation necessary for the
improvement of the investor climate in the country. As an
example, the Department assisted in the formulation and amendment
of the Implementing Rules and Regulations of the Build-Operate
and Transfer Law, which set up the framework for all Government
infrastructure projects in the country.
