Mr. Pe is the Head of the firm's Energy and Infrastructure Department. He is also a member of the firm's Executive Committee. He specializes in capital market transactions, project finance and in mergers and
acquisitions. He was admitted to the Philippine Bar in 1986.
Practice
As Head of the Energy and Infrastructure Department, Mr. Pe supervises and leads the group's various work in the field of power, telecommunications, mining, oil and gas exploration, waterworks, roads, tunnels and tollways, airports, aviation, basic industries such as cement, steel and petrochemical, government privatization and other build operate and transfer (BOT) projects. His work ranges from acting as counsel to the
project proponent to that of the project turn-key contractor, or to that of the project lenders and institutions, such as the commercial banks and the
multilateral or bilateral lending institutions and the export credit agencies.
Because of his corporate finance background, his work also extends to that of transactions in the fields of capital market and mergers and acquisitions. His extensive practice in these areas of legal work led
AsiaLaw magazine to name him as a Leading Lawyer in the years 2004 and 2005.
Mr. Pe has also assisted various institutions in developmental work. From 1987 to 1990, he acted as a legal consultant to the Asian Development Bank based in Manila, advising the bank and its foreign expatriates on various local regulatory matters. In 1991, he acted as a legal consultant to the World Bank team that drafted the policies, guidelines and rules and regulations, including the tax and tariff customs manual, for the conversion and commercialization of the former United States naval base in Subic Bay. This was followed up by another consultancy work in 2000 to 2001 for drafting the guidelines of the freeport economic zone for the Subic Bay Metropolitan Authority and in proposing amendments to the freeport zone law, Republic Act 7227, and finally in drafting the rules and regulations for the issuance of various and permits and licenses to the
foreign investors and freeport zone locators. In 1996, he assisted a group of experts led by former Philippine Prime Minister Cesar Virata in advising the Coordinating Council for Philippine BOT Projects for the privatization
of several water districts in the Philippines, including the
government-owned Metropolitan Water and Sewerage System.
Professional Activities
Mr. Pe is an active member of the Philippine Association of Law Schools, Integrated Bar of the Philippines, Philippine Bar Association, Philippine Constitution Association, Lex Mundi, Inter-Pacific Bar Association,
International Bar Association, Union Internationale des Avocats; He is also a member of various business councils namely: Philippine-Australia Business
Council, Philippine-Japan Economic Cooperation Committee, Philippine-Singapore Business Council, Philippine-Thailand Business Council.
In the academic front, Mr. Pe is currently the dean of the Palawan State University Law School. He is also the current Executive Vice President of the Philippine Association of Law Schools. Education
